If you are missing 1 you can try progressing past this point in an effort to get them to spawn, but it is a rare occurrence. I had all survivors recruited prior to this point. You will not need to progress past the Doctor's mission to survey on the roof of the fire station. Do not progress past Logan's 2 nd mission 'Bombs Away' Until you have Diana recruited. IzzBee or Reba will typically be the last recruited. For most people, these are where the runs can be fucked up.
Diana, Reba, and Chavez can all cause problems whether it be not appearing at all or appearing at different times.
Notes: - This achievement can be a nightmare to unlock, for some it will take multiple runs just to try and get all survivors to spawn properly.
